Abstract
Sri Lanka has a long history of managing her water bodies over two thousand years. Ancient ‘management systems of lakes appear to have been more effective and efficient than the management practices followed at present. At present there are several institutes involve in managing the reservoirs and lakes by using different laws. Enforcing several Acts for the same water body creates the problems and overlapping. As a result of that no one take the responsibilities of those issues. To overcome these issues, it is essential to study abstract and review strength points from ancient management systems of reservoirs and lakes for future amendments. Research did as a literature survey. In addition to review related literature, data were collected from institutes, which are presently involving the management of water bodies. The information, which collected from legal officers shows that they have faced so many barriers when the polices and instruction going to implement. Collected data arranged according to Kings era, before independence and after independence. Finally problems are listed out and recommendations are given to overcome these problems as suggestions. In the King’s era, there had been a sustainable approach to manage those water bodies and knew the value of these resources. They imposed preventive approach for maintain those recourses for future generation, such as educate the villages, imprisonment and punishment. Therefore at present also they remain as newly constructed bodies. Apart from these things political influences are also discussed and holistic approach is identified as the best solution for reservoirs and lake management. Various institutes should have forced directly and indirectly to government for strength rules and regulations.
